(A) Vet John Burns says: Taurine is an essential amino acid for cats (that means they cannot make it themselves) so it has to be provided in their food. This is usually taken care of by feeding meat-based foods as they contain taurine.
Dogs make their own taurine so it is not necessary to add any, even if their diet is vegetarian. There is a special case for giving taurine supplementation to dogs. That is in cases of myocardial failure, especially in American Cockers or Golden Retrievers. So, unless you have a dog with heart failure, there is no need to supplement with taurine. Just make sure you feed a good-quality food.
