Aahh really sorry to hear that you are having this trouble

. Im sorry to say that I have pretty much the same problem with my 7 month old lab Riggs

!
I actually rang a trained professional out of the yellow pages and he gave me loads of advice over the phone, so didnt have to pay a penny

!
The only advice i can give you is to totally ignore him when he does this. So when he begins to play bite in the house either stand up and ignore him (if you are sitting down). If he continues to jump up and bite then walk slowly away, not saying anything and part yourself from him i.e go in another room and shut him out. Give it 30seconds then go back in, repeat the process until he is calm when you go back to him and then reward him with a treat or fuss.
This technique has worked with Riggs although it is said that a dogs behaviour usually gets worse before it gets better but if you are persistant it should eventually work!
Scooby sounds just like Riggs in that he does it for your attention that he craves! So by ignoring him you are taking away what he wants and he should learn from this.
As for when you are out, it is good that Scooby enjoys playing with you as this is good for recall in that he knows that coming back to you is fun! But when his playing gets too much for you I would get him into a sit and stay then reward him.
Hope that helps! I know not all dogs are the same but it works with mine
