Yes I know it is. But they're not in that situation. They have owned all their houses in all the countries they have lived in and have never had this problem in any other country they previously lived in.

Maybe not, but laws evolve, and many countries now have banned breeds, and/or specific laws on particular breeds; Germany is not unique.
